Remembering Chavez: Tribute to a Bolivarian Revolutionary

Hugo Chavez lost to the prolonged battle with cancer. He survived amongst us as a person who preferably fashioned himself as the iconic guide and leader of ‘the Bolivarian Revolution’. He reasserted the regional independence of Latin America, initiated economic & political reforms in Venezuela, thereby leading to a significant decrease in indigence,provisioning of improved health care services and free education to a large number of Venezuelancitizens. Venezuela and whole Latin America mourned his death. The mourners came into the streets and committed themselves to ensuring that Venezuelan bourgeoisie ‘will never return’ to the Miraflores Palace. For a decade & half, Chavez has demonstrated to them to believe that ‘the people united shall never be defeated’

Under the leadership of President Chavez Venezuelan government took back control of the national petroleum company PDVSA and utilized the oil revenues to build up the infrastructure and invest in the social services that Venezuelans so sorely needed.  The government increased social spending by 60.6 percent, a total of $772 billion. The effect was notable as Venezuela is now the country in the region with the lowest inequality level, having reduced inequality by 54 percent, and the reduction in poverty by 44 percent.

The achievement of Chavezgoes beyond his attempts to uplift the poor masses in his own country. Expressing internationalism Chavez supported the ‘third-world’ countries in the region and across the world. He unequivocally opposed attacks on the Palestine and threats to Iran at international forum. He constructed the Bolivarian Alliance for the Americas (ALBA) against FATA and established an exemplary model of cooperation between countries of his continent. These have been formidable moves of Chavez, for had thee at a time when bourgeoisie economic agenda through IMF and World Bank has left almost no space for any alternative economic model to successfully survive.

However, to remember comrade Chavez is also to recognize the historical process he was part of and to evaluate the revolution he led in his country. Ignoring this process would mean either an eulogisation of a person or allowing his approach  ‘Chavismo’ to be reduced and appropriated in one or another kinds of leftist formulations that have emerged within broder left after the fall of USSR and East European socialist countries.

In the present world condition, when Capitalism seems indestructible and hegemony of International Finance Capital paramount, leftist formulations around the globe have either shifted to an understanding of agitating for a ‘demand impossible’within the hegemony of capital and its political counterpart liberal democracy. Or, it is engaged in underlining the futility of all struggles. The aim to retain something called ‘Marxism’ while changing it from its core is a classical dilemma of present world Marxist traditions.

Strange and a-dialectical attempts are being done to synthesize ‘reform’ with ‘revolution’ either to appropriate popular mass struggles into the ambit of Marxism or to legitimize the transformation of leftist formulations from revolutionary to reformist.

In a recent tribute to Chavez, Marxist Economist Prof. Prabhat Patnaik has offered such an appropriation of ‘Chavismo’ into Marxist traditions. He has stressed that ‘genuine, honest and consistent’ agenda of reforms would inevitably find itself to be pushed towards revolutionary position, for global capitalists are no longer placed in any empathetic concessionary mood to reforms. Differentiating the current historical situation (where economic contradictions are emerging very directly throughout the globe) with the classical conditions (of Chinese and Vietnamese revolutions, which he called were the Althuserian case of ‘ Over determination’, i.e., economic contradiction refracted through national contradiction),he has underscored little scope of direct confrontation of Labour with Capital owing to Global maneuverability of capital. That is to say, a direct economic contradiction throughout the globe in the present condition may not be sharpening the dialectics of labour &Capital, but always live with a threat of migration of Capital. Thus, the masses would see that any hope for genuine, honest and consistent reform would pass through a corridor of revolution. A ‘reform which entail an improvement in the economic conditions of the people, these reforms themselves if consistently adhered to  would in fact increasingly be pushed to a revolutionary position.’

Here, it is a case of integration of ‘Chavismo’ within Marxist tradition with such a reformist formulation by invoking dialectics of reform & revolution. It is, in fact, an attempt to legitimize the retreat that leftist organizations are proposing in place of historical aims to change in economic relations, abolition of private property &establishing a new economic & social order. At the same time,it would also belittle the merits of “Chavismo” independent of Marxist traditions.

The merits of Chavismo lies in this fact: When Global capital ensured a systematic exclusion of the masses from active participation in social and political life, President Chavez as pointed by Zizek‘ not only “took care of the poor” in the old populist Peronist style, to speak for them, but seriously put all his energy into awakening them and effectively mobilizing them as active and autonomous political agents.’ The awakening and mobilization of masses aiming to change in economic relations and establishing an alternative social order is the historical agenda that Marxists traditions are expected to pursue. It can be underlined that the vision& aims of com. Chavez perhaps do not appear similar to the so-called Marxist goals for the simple reason that he never belonged to Marxist Camps. However, his aims certainly overlapped with the humanist aims of democratic camps, including Marxists. He dreamed turning our time into the Century of life. We recall the speech of this beloved comrade during his JNU visit:

There is a true resurrection of the people today. We must invoke all of them to remake and rebuild the agenda of the South… for the spirit of unity, future and truth. Only the unity of the people will make us free. The 21st Century could be the century of true freedom and equality. Let it be the century of life.

कोपेनहेगन में ‘जलवायु परिवर्तन’ पर ह्यूगो शावेज का भाषण (22 दिसंबर, 2009)

अध्यक्ष महोदय, देवियों और सज्जनों, राष्ट्राध्यक्षों और दोस्तों, मैं वादा करता हूं कि उतना लंबा नहीं बोलूंगा जितना कि आज दोपहर यहां बहुत सारे लोग बोले हैं। ब्राजील, चीन, भारत और बोलीविया के प्रतिनिधियों ने यहां अपना पक्ष रखते हुए जो कहा है, मैं भी अपनी बात की शुरूआत वहीं से करना चाहता हूं। मैं उनके साथ ही बोलना चाहता था, पर शायद तब यह संभव नहीं था। बोलीविया के प्रतिनिधि ने यह बात रखी, इसके लिए मैं बोलीविया के राष्ट्रपति कॉमरेड इवो मोरालेस को सलाम करता हूं। तमाम बातों के बीच उन्होंने कहा कि जो दस्तावेज यहां रखा गया है, वह न तो बराबरी पर आधारित है और न ही लोकतंत्र पर।
इससे पहले के सत्र में जब अध्यक्ष यह कह ही रहे थे कि एक दस्तावेज यहां पेश किया जा चुका है, तब बमुश्किल मैं यहां पहुचा ही था। मैंने उस दस्तावेज की मांग भी की, पर वह अभी भी हमारे पास नहीं है। मुझे लगता है कि यहां उस ‘टॉप सीक्रेट’ दस्तावेज के बारे में कोई भी कुछ नहीं जानता है। यहां बराबरी और लोकतंत्र जैसा कुछ भी नहीं है, जैसा कि बोलीवियन कॉमरेड ने कहा था। पर दोस्तों, क्या यह हमारे समय और समाज की एक सच्चाई नहीं है? क्या हम एक लोकतांत्रिक दुनिया में रह रहे हैं? क्या यह दुनिया सबकी और सबके लिए है? क्या हम दुनिया के वर्तमान तंत्र से बराबरी या लोकतंत्र जैसी किसी भी चीज की उम्मीद कर सकते हैं? सच्चाई यह है कि इस दुनिया में, इस ग्रह में हम एक साम्राज्यवादी तानाशाही के अंदर जी रहे हैं। और इसीलिए हम इसकी निंदा करते हैं। साम्राज्यवादी तानाशाही मुर्दाबाद! लोकतंत्र और समानता जिंदाबाद!
और यह जो भेदभाव हम देख रहे हैं, यह उसी का प्रतिबिंब है। यहां कुछ देश हैं, जो खुद को हम दक्षिण के देशों से, हम तीसरी दुनिया के देशों से, अविकसित देशों से श्रेष्ठ और उच्च मानते हैं। अपने महान दोस्त एडवर्डो गेलियानो के शब्दों में कहूं तो ‘हम कुचले हुए देश हैं, जैसे कि इतिहास में कोई ट्रेन हमारे ऊपर से दौड़ गई हो’। इस आलोक में यह कोई बहुत आश्चर्य की बात नहीं है कि दुनिया में बराबरी और लोकतंत्र नाम की कोई चीज नहीं रह गई है। और इसीलिए आज फिर से हम साम्राज्यवादी तानाशाही से दो-चार हैं। अपना विरोध दर्ज कराने के लिए अभी दो नौजवान यहां खड़े हो गए थे, सुरक्षा अधिकारियों की सावधानी से मामला सुलझ गया। पर क्या आपको पता है कि बाहर ऐसे बहुत सारे लोग हैं। सच यह है कि उनकी संख्या इस सभागार की क्षमता से बहुत-बहुत ज्यादा है। मैंने अखबार में पढ़ा है कि कोपेनहेगन की सड़कों पर कुछ गिरफ्तारियां हुईं हैं, और कुछ उग्र प्रतिरोध भी दर्ज कराये गए हैं। मैं उन सारे लोगों को, जिनमें से अधिकांश युवा हैं, सलाम करता हूं।
सच यह है कि ये नौजवान लोग आने वाले कल के लिए, इस दुनिया के भविष्य के लिए हमसे कहीं ज्यादा परेशान और चिंतित हैं, और यह सही भी है। इस सभागार में मौजूद हम में से अधिकांश लोग जिंदगी की ढलान पर हैं, जबकि इन नौजवान लोगों को ही आने वाले कल का मुकाबला करना है। इसलिए उनका परेशान होना लाजिमी है।
अध्यक्ष महोदय, महान कार्ल माक्र्स के शब्दों का सहारा लेकर कहूं तो एक भूत कोपेनहेगन को आतंकित कर रहा है। वह भूत को कोपेनहेगन की गलियों को आतंकित कर रहा है और मुझे लगता है कि वह चुपचाप इस कमरे में हमारे चारों तरफ भी टहल रहा है, इस बड़े से हॉल में, हमारे नीचे और आसपास; यह एक भयानक और डरावना भूत है और लगभग कोई भी इसका जिक्र नहीं करना चाहता। यह भूत, जिसका जिक्र कोई भी नहीं करना चाहता, पूंजीवाद का भूत है।
बाहर लोग चीख रहे हैं कि यह भूत पूंजीवाद ही है, कृपया उन्हें सुनिए। बाहर सड़कों पर नौजवान लड़कों और लड़कियों ने जो नारे लिख रखे हैं, उनमें से कुछ को मैंने पढा है। इन्हीं में से कुछ को मैंने अपनी जवानी में भी सुना था। पर इनमें से दो नारों का जिक्र मुझे जरूरी लग रहा है, आप भी उन्हें सुन सकते हैं- पहला, ‘जलवायु को नहीं, व्यवस्था को बदलो (डोंट चेंज द क्लाइमेट, चेंज द सिस्टम)।
इसलिए मैं इसे हम सबके लिए चुनौती के तौर पर लेता हूं। हम सबको सिर्फ जलवायु बदलने के लिए नहीं, बल्कि इस व्यवस्था को, इस पूंजी के तंत्र को बदलने के लिए प्रतिबद्ध होना है। और इस तरह हम इस दुनिया को, इस ग्रह को बचाने की शुरूआत भी कर सकेंगे। पूंजीवादी एक विनाशकारी विकास का मॉडेल है, जो जीवन के अस्तित्व के लिए ही खतरा है। यह संपूर्ण मानव जाति को ही पूरी तरह खत्म करने पर आमादा है।
दूसरा नारा भी बदलाव की बात करता है। यह नारा बहुत कुछ उस बैंकिंग संकट की ओर संकेत करता है, जिसने हाल ही में पूरी दुनिया को आक्रांत कर रखा था। यह नारा इस बात का भी प्रतिबिंब है कि उत्तर के अमीर देशों ने किस हद तक जाकर बड़े बैंकों और बैंकरों की मदद की थी। बैंकों को बचाने के लिए अकेले अमेरिका ने जो मदद की थी, मैं उसके आंकड़े भूल रहा हूं, पर वह जादुई आंकड़े थे। वहां सड़क पर नौजवान लड़के और लड़कियां कह रहे हैं कि जलवायु एक बैंक होती तो इसे जाने कब का बचा लिया गया होता (इफ द क्लाइमेट वॅर अॅ बैंक, इट वुड हेव वीन सेव्ड ऑलरेडी)।
और मुझे लगता है कि यह सच है। अगर जलवायु दुनिया के सबसे बड़े बैंकों में से एक होती तो अमीर सरकारों द्वारा इसे अब तक बचा लिया गया होता।
मुझे लगता है कि ओबामा अभी यहां नहीं पहुचे हैं। जिस दिन उन्होंने अफगानिस्तान में निर्दोष नागरिकों को मारने के लिए 30 हजार सैनिकों को भेजा, लगभग उसी दिन उन्हें शांति के लिए नोबल पुरस्कार भी मिला। और अब संयुक्त राज्य अमेरिका के राष्ट्रपति शांति के नोबल पुरस्कार के साथ यहां शामिल होने आ रहे हैं। लेकिन संयुक्त राज्य अमेरिका के पास पैसा और डॉलर बनाने की मशीन है और उसे लगता है कि उसने बैंकों और इस पूंजीवादी तंत्र को बचा लिया है।
वास्तव में यही वह टिप्पणी थी जो मैं पहले करना चाहता था। हम ब्राजील, भारत, चीन और बोलीविया के दिलचस्प पक्ष का समर्थन करने के लिए अपना हाथ उठा रहे थे। वेनेजुएला और बोलिवर गठबंधन के देश इस पक्ष का मजबूती से समर्थन करते हैं। पर क्योंकि उन्होंने हमें वहां बोलने नहीं दिया, इसलिए अध्यक्ष महोदय, कृपया इसको मिनट्स में न जोड़ा जाए।
मुझे फ्रेंच लेखक हर्वे कैंफ से मिलने का सौभाग्य मिला है। उनकी एक पुस्तक है- ‘हाउ द रिच आर डेस्ट्राॅइंग न प्लेनेट’, मैं यहां पर उस पुस्तक की अनुशंसा करना चाहता हूं। यह किताब स्पेनी और फ्रेंच भाषा में उपलब्ध है। और निश्चय ही अंग्रेजी में भी उपलब्ध होगी। ईसा मसीह ने कहा है कि एक ऊंट का तो सुई के छेद में से निकल जाना आसान है, पर एक अमीर आदमी का स्वर्ग के राज्य में प्रवेश पाना मुश्किल है। यह ईसा मसीह ने कहा है।

ये अमीर लोग इस दुनिया को, इस ग्रह को नष्ट कर रहे हैं। क्या उन्हें लगता है कि वे इसे नष्ट कर कहीं और जा सकते हैं? क्या उनके पास किसी और ग्रह पर जाने और बसने की योजना है? अभी तक तो क्षितिज में दूर-दूर तक इसकी कोई संभावना नजर नहीं आती। यह किताब मुझे हाल ही में इग्नेशियो रेमोनेट से मिली है, जो शायद इस सभागार में ही कहीं मौजूद हैं। ‘प्रस्तावना’ की समाप्ति पर क्रैम्फ एक बहुत ही महत्वपूर्ण बात कहते हैं, मैं उसे यहां पढ रहा हूं- ‘‘इस दुनिया में पाये जाने वाले संसाधनों के उपभोग में हम तब तक कमी नहीं ला सकते जब तक हम शक्तिशाली कहे जाने वाले लोगों को कुछ कदम नीचे आने के लिए मजबूर नहीं करते और जब तक हम यहां फैली हुई असमानता का मुकाबला नहीं करते। इसलिए ऐसे समय में, जब हमें सचेत होने की जरूरत है, हमें ‘थिंक ग्लोबली एण्ड ऐक्ट लोकली’ के उपयोगी पर्यावरणीय सिद्धांत में यह जोड़ने की जरूरत है कि ‘कंज्यूम लेस एण्ड शेयर बेटर’।’’
मुझे लगता है कि यह एक बेहतर सलाह है जो फ्रेंच लेखक हर्वे कैंफ हमें देते हैं।
अध्यक्ष महोदय, इसमें कोई संदेह नहीं है कि जलवायु परिवर्तन इस शताब्दी की सबसे विध्वंसक पर्यावरणीय समस्या है। बाढ, सूखा, भयंकर तूफान, हरीकेन, ग्लेशियरों का पिघलना, समुद्रों के जलस्तर और अम्लीयता में वृद्धि, और गरम हवाएं- ये सभी उस वैश्विक संकट को और तेज कर रहे हैं, जो हमें चारों तरफ से घेरे हुए है। वर्तमान में इंसानों के जो क्रियाकलाप हैं, उन्होंने इस ग्रह में जीवन के लिए और स्वयं इस ग्रह के अस्तित्व के लिए एक खतरा पैदा कर दिया है। लेकिन इस योगदान में भी हम गैर-बराबरी के शिकार हैं।
मैं याद दिलाना चाहता हूं कि पचास करोड़ लोग, जो इस दुनिया की जनसंख्या का 7 प्रतिशत हैं, मात्र 7 प्रतिशत, वे पचास करोड़ लोग -7 प्रतिशत अमीर लोग- 50 प्रतिशत उत्सर्जन के लिए जिम्मेदार हैं। जबकि इसके विपरीत 50 प्रतिशत गरीब लोग, मात्र और मात्र 7 प्रतिशत उत्सर्जन के लिए जवाबदेह हैं।
इसलिए संयुक्त राज्य अमेरिका और चीन से एक ही जवाबदेही और जिम्मेदारी की अपेक्षा करना मुझे आश्चर्य में डाल देता है। यूएसए जल्द ही 30 करोड़ की जनसंख्या के आंकड़े पर पहुंच जाएगा, वहीं चीन की जनसंख्या लगभग यूएसए से पांच गुनी है। यूएसए दो करोड़ बैरल रोज के हिसाब से तेल की खपत करता है, जबकि चीन की खपत 50 से 60 लाख बैरल प्रतिदिन की है। इसलिए आप संयुक्त राज्य अमेरिका और चीन को एक ही तराजू पर नहीं तौल सकते।
यहां पर बात करने के लिए बहुत सारे मुद्दें हैं, और मैं उम्मीद करता हूं कि राज्यों और सरकारों के प्रतिनिधि हम सब लोग इन मुद्दों और इनसे जुड़ी सच्चाइयों पर बात करने के लिए बैठ सकेंगे।
अध्यक्ष महोदय, आज इस ग्रह का 60 प्रतिशत पारिस्थितिकी तंत्र क्षतिग्रस्त हो चुका है, भूमि के ऊपरी धरातल का 20 प्रतिशत हिस्सा नष्ट हो चुका है। हम जंगलों के खत्म होते जाने, भूमि परिवर्तन, रेगिस्तानों के बढते जाने, शुद्ध पेयजल की उपलब्धता में गिरावट, समुद्री संसाधनों के अत्यधिक उपभोग, जैव विविधता में कमी और प्रदूषण में बढोतरी- इन सबके संवेदनहीन गवाह रहे हैं। हम भूमि की पुनरुत्पादन क्षमता से भी 30 प्रतिशत आगे बढकर उसका उपभोग कर रहे हैं। हमारा ग्रह अपनी वह क्षमता खोता जा रहा है जिसे तकनीकी भाषा में ‘स्वयं के नियमन की क्षमता’ कहा जाता है। रोज हम उतने अपशिष्ट पदार्थों का उत्सर्जन कर रहे हैं जिन्हें फिर से नवीनीकृत करने की क्षमता हम में नहीं है। पूरी मानवता को एक ही समस्या आक्रांत किये हुए है और वह है मानव जाति के अस्तित्व की समस्या। इतना अपरिहार्य होने के बावजूद ‘क्योटो प्रोटोकॉल’ के अंतर्गत दूसरी बार प्रतिबद्धता जताने में भी हमें दो साल लग गए। और आज जब हम इस आयोजन में शिरकत कर रहे हैं, तो भी हमारे पास कोई वास्तविक और सार्थक समझौता नहीं है।
सच्चाई यह है कि आश्चर्यजनक रूप से और एकाएक जो दस्तावेज हमारे सामने पेश हुआ है, हम उसे स्वीकार नहीं करेंगे। यह हम वेनेजुएला, बोलिवर गठबंधन और अल्बा (ए.एल.बी.ए.) देशों की तरफ से कह रहे हैं। हमने पहले भी कहा था कि ‘क्योटो प्रोटोकॉल’ और कन्वेंशन के वर्किंग ग्रुप से बाहर के किसी भी मसौदे को हम स्वीकार नहीं करेंगे। क्योंकि उनसे जुड़े मसौदे और दस्तावेज ही वैध और जायज हैं, जिन पर हम इतने सालों से इतनी गहराई से बात करते आ रहे हैं।
और अब, जब पिछले कुछ घंटों से न आप सोये हैं और न ही आपने कुछ खाया है, यह ठीक नहीं होगा कि मैं, आपके अनुसार, इन्हीं पुरानी चीजों में से किसी दस्तावेज को आपके सामने पेश करूं। प्रदूषण फैलाने वाली गैसों के उत्सर्जन में कमी का लक्ष्य वैज्ञानिक रूप से प्रमाणित है, पर आज मुझे ऐसा लग रहा है कि इस लक्ष्य को पाने और दूरगामी सहयोग के महारे प्रयास असफल हो गए हैं। कम से कम हाल फिलहाल तो ऐसा ही है।
इसका कारण क्या है? मुझे इस बारे में कोई संदेह नहीं है कि इसका कारण इस ग्रह के सबसे शक्तिशाली देशों का गैर जिम्मेदाराना व्यवहार और उनमें राजनैतिक इच्छाशक्ति की कमी का होना है। यहां पर किसी को अपमानित महसूस करने या नाराज होने की जरूरत नहीं है। महान जोस गेर्वासियो आर्तिगास के शब्दों में कहूं तो ‘‘जब मैं सच कहता हूं तो न मैं किसी को आघात पहुंचा रहा होता हूं और न ही किसी से डरता हूं’’। पर वास्तव में यहां अपने पदों को गैर जिम्मेदारी के साथ इस्तेमाल किया गया है, लोग अपनी बातों से पीछे हटे हैं, भेदभाव किया गया है, और समाधान के लिए एक अमीरपरस्त रवैया अपनाया गया है। यह रवैया ऐसी समस्या के साथ है जो हम सबकी साझी है, और जिसका समाधान हम सब मिलकर ही निकाल सकते हैं।
एक तरफ दुनिया के सबसे बड़े उपभोक्ता और अमीर देश हैं; दूसरी तरफ हैं भूखे और गरीब लोग, जो बिमारियों और प्राकृतिक आपदाओं का शिकार होने के लिए अभिशप्त हैं। राजनैतिक दकियानूसीपन और स्वार्थ ने पहले को दूसरे के प्रति असंवेदनशील बना दिया है। जिन दलों के बीच समझौता होना है, वे मौलिक रूप में ही असमान हैं। इसलिए अध्यक्ष महोदय, उत्सर्जन की जिम्मेदारी के आधार पर और आर्थिक, वित्तीय और तकनीकी दक्षता के आधार पर ऐसा नया और एकमात्र समझौता अनिवार्य हो गया है, जो ‘कन्वेंशन’ के सिद्धांतों के प्रति बिना शर्त सम्मान रखता हो।
विकसित देशों को अपने उत्सर्जन में वास्तविक कटौती के संदर्भ में बाध्यकारी, स्पष्ट और ठोस प्रतिबद्धता निर्धारित करनी चाहिए। साथ ही उन्हें गरीब देशों को वित्तीय और तकनीकी सहायता उपलब्ध कराने का उत्तरदायित्व भी अपने ऊपर लेना चाहिए ताकि वे गरीब देश जलवायु परिवर्तन के विनाशकारी खतरों से बच सकें। ऐसे देशों का विशेष ध्यान रखा जाना चाहिए जो सबसे कम विकसित हैं और जो द्वीपों के रूप में बसे हुए हैं।
अध्यक्ष महोदय, आज जलवायु परिवर्तन एकमात्र समस्या नहीं है जिसका ये मानवता सामना कर रही है। और भी कई अन्याय और उत्पीड़न हमें घेरे हुए हैं। ‘सहस्राब्दी लक्ष्यों’ और सभी तरह की आर्थिक शिखर बैठकों के बावजूद अमीर और गरीब के बीच की खाई बढती जा रही है। जैसा कि सेनेगल के राष्ट्रपति ने सच ही कहा कि इन सभी समझौतों और बैठकों में सिर्फ वादे किये जाते हैं, कभी न पूरे होने वाले वादे; और यह दुनिया विनाश की तरफ बढती रहती है।
इस दुनिया के 500 सबसे अमीर लोगों की आय सबसे गरीब 41 करोड़ 60 लाख लोगों से ज्यादा है। दुनिया की आबादी का 40 प्रतिशत गरीब भाग यानी 2.8 अरब लोग 2 डॉलर प्रतिदिन से कम में अपनी जिंदगी गुजर-बसर कर रहे हैं। और यह 40 प्रतिशत हिस्सा दुनिया की आया का पांच प्रतिशत ही कमा रहा है। हर साल 92 लाख बच्चे पांच साल की उम्र में पहुंचने से पहले ही मर जाते हैं और इनमें से 99.9 प्रतिशत मौतें गरीब देशों में होती हैं। नवजात बच्चों की मृत्युदर प्रति एक हजार में 47 है, जबकि अमीर देशों में यह दर प्रति हजार में 5 है। मनुष्यों के जीवन की प्रत्याशा 67 वर्ष है, कुछ अमीर देशों में यह प्रत्याशा 79 वर्ष है, जबकि कुछ गरीब देशों में यह मात्र 40 वर्ष ही है। इन सबके साथ ही साथ 1.1 अरब लोगों को पीने का पानी मयस्सर नहीं है, 2.6 अरब लोगों के पास स्वास्थ्य और स्वच्छता की सुविधाएं नहीं हैं। 80 करोड़ से अधिक लोग निरक्षर हैं और 1 अरब 2 करोड़ लोग भूखे हैं। ये है हमारी दुनिया की तस्वीर।
पर फिर सवाल यही है कि इसका कारण क्या है? आज जरूरत है इस कारण पर बात करने की; यह वक्त अपनी जिम्मेदारियों से भागने या समस्या को नजरंदाज करने का नहीं है। इस भयानक परिदृश्य का कारण निस्संदेह सिर्फ और सिर्फ एक हैः पूंजी का विनाशकारी उपापचयी तंत्र और इसका मूर्त रूप- पूंजीवाद।
यहां मैं मुक्ति के महान मीमांसक लियानार्डो बाॅफ का एक संक्षिप्त उद्धरण देना चाहता हूं। लियानार्डो बाॅफ, एक ब्राजीली, एक अमरीकी, इस विषय पर कहते हैं कि ‘‘इसका कारण क्या है? आह, इसका कारण वह सपना है जिसमें लोग खुशी या प्रसन्नता पाने के लिए अंतहीन उन्नति और भौतिक संसाधनों का संग्रह करना चाहते हैं, विज्ञान और तकनीक के माध्यम से इस पृथ्वी के समस्त संसाधनों का असीम शोषण करना चाहते हैं।’’ और यहीं पर वे चाल्र्स डार्विन और उनके ‘प्राकृतिक वरण’ को उद्धृत करते हैं, ‘योग्यतम की उत्तरजीविता’ को। पर हम जानते हैं कि सबसे शक्तिशाली व्यक्ति सबसे कमजोर की राख पर ही जिंदा रहता है। ज्यां जैक रूसो ने जो कहा था, वह हमें हमेशा याद रखना चाहिए कि मजबूत और कमजोर के बीच में स्वतंत्रता ही दमित और उत्पीडि़त होती है। इसीलिए ‘साम्राज्य’ हमेशा स्वतंत्रता की बात करते हैं। उनके लिए यह स्वतंत्रता है दमन की, आक्रमण की, दूसरों को मारने की, दूसरों के उन्मूलन और उनके शोषण की। उनके लिए यही स्वतंत्रता है। रूसो बचाव के लिए एक मुहावरे का इस्तेमाल करते हैं- ‘‘मुक्त करता है तो केवल कानून और नियम’’।
यहां कुछ ऐसे देश हैं जो नहीं चाहते कि कोई भी दस्तावेज सामने आए। जाहिर तौर पर इसलिए कि वे कोई नियम या कानून नहीं चाहते, कोई मानक नहीं चाहते। ताकि इन कानूनों और मानकों के अभाव में वे अपना खेल जारी रख सकें- शोषण की स्वतंत्रता का खेल दूसरों को कुचलने की स्वतंत्रता का खेल। इसलिए हम सभी को यहां और सड़कों पर इस बात के लिए प्रयास करना चाहिए, इस बात के लिए दबाव बनाना चाहिए कि हम किसी न किसी प्रतिबद्धता पर एकमत हो सकें, कोई न कोई ऐसा दस्तावेज सामने आए जो धरती के सबसे शक्तिशाली देशों को भी मजबूर कर सके।
अध्यक्ष महोदय, लियानार्डो बाॅफ पूछते हैं कि… क्या आपमें से कोई उनसे मिला है? मैं नहीं जानता कि बाॅफ यहां आ सकते हैं या नहीं? हाल में मैं पेराग्वे में उनसे मिला था। हम हमेशा उनको पढते रहे हैं… क्या सीमित संसाधनों वाली धरती एक असीमित परियोजना को झेल सकती है? असीमित विकासः पूंजीवाद का ब्रह्मवाक्य है, एक विध्वंसक पैटर्न है और आज हम इसे झेल रहे हैं। आइए, इसका सामना करें। तब बाॅफ हमसे पूछते हैं कि हम कोपेनहेगन से क्या उम्मीद कर सकते हैं? कम से कम एक ईमानदार स्वीकारोक्ति कि हम इस व्यवस्था को जारी नहीं रखेंगे और एक सरल प्रस्ताव कि आओ इस ढर्रे को बदल दें। हमें यह करना होगा लेकिन बिना किसी झंझलाहट, बिना झूठ, बिना दोहरे प्रावधानों के। बिना किसी मनमाने दस्तावेजों के हम इस ढर्रे को बदलें। पूरी ईमानदारी से, सबके सामने और सच के साथ।

अध्यक्ष महोदय, हम वेनेजुएला की तरफ से पूछते हैं कि हम कब तक इस अन्याय और असमानता को जारी रखेंगे? कब तक हम मौजूदा वैश्विक अर्थ तंत्र और सर्वग्रासी बाजार व्यवस्था को बर्दाश्त करते जायेंगे? कब तक हम एचआईवी एड्स जैसी भयानक महामारियों के सामने पूरी मनुष्यता को बिलखने के लिए छोड़ देंगे? कब तक हम भूखे लोगों को खाना नहीं मिलने देंगे या उनके बच्चों को भूखों मरने देंगें? कब तक लाखों बच्चों की मौत उन बिमारियों के चलते बर्दाश्त करते रहेंगे, जिनका इलाज संभव है? आखिर कब तक हम दूसरे लोगों के संसाधनों पर ताकतवरों द्वारा कब्जा करने के लिए जारी सशस्त्र हमलों में लाखों लोगों को कत्ल होते हुए देखते रहेंगे?
इसलिए हमलों और युद्धों को बंद किया जाए। साम्राज्यों से, जो पूरी दुनिया को दबाने और शोषण करने में लगे हुए हैं, हम दुनिया के लोग चीखकर कहते हैं कि इन्हें बंद किया जाए। साम्राज्यवादी सैन्य हमले और सैन्य तख्तापलट अब और नहीं! आइए एक ज्यादा न्यायपूर्ण और समानतामूलक सामाजिक-आर्थिक व्यवस्था बनाएं, आइए गरीबी मिटा दें, आइए तुरंत इस विनाशकारी उत्सर्जन को रोक दें, आइए पर्यावरण के इस क्षरण को समाप्त करें और जलवायु परिवर्तन के भीषण दुष्परिणामों से इस धरती को बचावें। आइए, पूरी दुनिया को ज्यादा आजाद और एकताबद्ध करने के महान उद्देश्य के साथ खुद को जोड़ लें।
अध्यक्ष महोदय, लगभग दो शताब्दियों पहले महान सीमोन बोलिवर ने कहा था कि ‘अगर प्रकृति हमारा विरोध करती है तो हमें उससे लड़ना होगा और उसे अपनी सेवा में लाना होगा’। यह राष्ट्रों के मुक्तिदाता, आने वाली नस्लों की चेतना के अग्रदूत महान साइमन बोलिवर का कहना था। बोलिवेरियन वेनेजुएला से, जहां हमने लगभग 10 साल पहले आज जैसे ही एक दिन अपने इतिहास की भीषणतम जलवायु त्रासदी (वर्गास त्रासदी) का सामना किया था, उस वेनेजुएला से जहां क्रांति ने सबको न्याय देने का प्रयास किया है, हम कहना चाहते हैं कि ऐसा करना सिर्फ समाजवाद के रास्ते से संभव है।
समाजवाद, वह दूसरा भूत जिसकी कार्ल माक्र्स ने चर्चा की थी, जो यहां भी चला आया है, दरअसल यह तो उस पहले भूत का विरोधी है। समाजवाद यही दिशा है, इस ग्रह के विनाश को रोकने का यही रास्ता है। मुझे कोई शक नहीं है कि पूंजीवाद नर्क का रास्ता है, दुनिया की बर्बादी का रास्ता है। यह हम वेनेजुएला की तरफ से कह रहे हैं जो समाजवाद के कारण अमेरिकी साम्राज्य के कोप का सामना कर रहा है।
अल्बा के सदस्य देशों की तरफ से बोलिवेरियन गठबंधन की तरफ से हम आह्वान करते हैं, और मैं भी पूरे आदर के साथ अपनी अंतरात्मा से इस ग्रह के सभी लोगों का आह्वान करता हूं, हम सभी सरकारों और पृथ्वी के सभी लोगों से कहना चाहते हैं, साइमन बोलिवर का सहारा लेते हुए कि यदि पूंजीवाद का विनाशक चरित्र हमारा विरोध करता है, हम इसके विरुद्ध लडेंगे और इसे जीतेंगे; हम मनुष्यता के खत्म हो जाने तक इंतजार में नहीं बैठे रह सकते। इतिहास हमें एकताबद्ध होने के लिए और संघर्ष के लिए पुकार रहा है।
यदि पूंजीवाद विरोध करता है, हम इसके खिलाफ युद्ध के लिए प्रतिबद्ध हैं, और यह युद्ध मानव जाति की मुक्ति का रास्ता प्रशस्त करेगा। यीशु, मुहम्मद, समानता, प्रेम, न्याय, मानवता- सच्ची और सबसे गहरी मानवता का झंडा उठाए हम लोगों को यह करना है। अगर हम ऐसा नहीं करेंगे तो इस ब्रह्मण्ड की सबसे विलक्षण रचना, मनुष्य, का अंत हो जाएगा, मानव जाति विलुप्त हो जाएगी।
यह ग्रह करोड़ों वर्ष पुराना है, यह ग्रह करोड़ों वर्ष हमारे वजूद के बिना ही अस्तित्व में रहा है। स्पष्ट है यह अपने अस्तित्वं के लिए हम पर निर्भर नहीं है। सारतः बिना धरती के हमारा अस्तित्व संभव नहीं है और हम इसी ‘धरती मां’ को नष्ट कर रहे हैं, जैसा इवो मोरेल्स कह रहे थे, जैसा दक्षिण अमेरिका से हमारे देशज भाई कहते हैं।
अंत में, अध्यक्ष महोदय, मेरे खत्म करने से पहले कृपया फिदेल कास्त्रो को सुनिए, जब वे कहते हैं: ‘एक प्रजाति खात्मे के कगार पर हैः मनुष्यता’।
रोजा लग्जमबर्ग को सुनिए जब वे कहती हैं: ‘समाजवाद या बर्बरतावाद’।
उद्धारक यीशु को सुनिए जब वे कहते हैं: ‘गरीब सौभाग्यशाली हैं क्योंकि स्वर्ग का राज्य उन्हीं का है’।
अध्यक्ष महोदय, देवियों और सज्जनों, हम इस धरती को मनुष्यता का मकबरा बनने से रोक सकते हैं। आइए, इस धरती को स्वर्ग बनाएं। एक स्वर्ग जीवन के लिए, शांति के लिए, पूरी मनुष्यता की शांति और भाईचारे के लिए, मानव प्रजाति के लिए।
अध्यक्ष महोदय, देवियों और सज्जनों, आपका बहुत-बहुत धन्यवाद! दोपहर के भोजन का आनंद उठाइए।

Today we choose to remember him for his memorable speech delivered at U.N. in 2006, in which he commended the works of Noam Chomsky and repudiated George W.  Representatives of the governments of the world, good morning to all of you. First of all, I would like to invite you, very respectfully, to those who have not read this book, to read it.

Noam Chomsky, one of the most prestigious American and world intellectuals, Noam Chomsky, and this is one of his most recent books,Hegemony or Survival: The Imperialist Strategy of the United States. [Holds up book, waves it in front of General Assembly.] It’s an excellent book to help us understand what has been happening in the world throughout the 20th century, and what’s happening now, and the greatest threat looming over our planet.

The hegemonic pretensions of the American empire are placing at risk the very survival of the human species. We continue to warn you about this danger and we appeal to the people of the United States and the world to halt this threat, which is like a sword hanging over our heads. I had considered reading from this book, but, for the sake of time, [flips through the pages, which are numerous] I will just leave it as a recommendation.

It reads easily, it is a very good book, I’m sure Madame [President] you are familiar with it. It appears in English, in Russian, in Arabic, in German. I think that the first people who should read this book are our brothers and sisters in the United States, because their threat is right in their own house.

The devil is right at home. The devil, the devil himself, is right in the house.

And the devil came here yesterday. Yesterday the devil came here. Right here. [crosses himself] And it smells of sulfur still today.

Yesterday, ladies and gentlemen, from this rostrum, the president of the United States, the gentleman to whom I refer as the devil, came here, talking as if he owned the world. Truly. As the owner of the world.

I think we could call a psychiatrist to analyze yesterday’s statement made by the president of the United States. As the spokesman of imperialism, he came to share his nostrums, to try to preserve the current pattern of domination, exploitation and pillage of the peoples of the world.

An Alfred Hitchcock movie could use it as a scenario. I would even propose a title: The Devil’s Recipe.

As Chomsky says here, clearly and in depth, the American empire is doing all it can to consolidate its system of domination. And we cannot allow them to do that. We cannot allow world dictatorship to be consolidated.

The world parent’s statement — cynical, hypocritical, full of this imperial hypocrisy from the need they have to control everything.

They say they want to impose a democratic model. But that’s their democratic model. It’s the false democracy of elites, and, I would say, a very original democracy that’s imposed by weapons and bombs and firing weapons.

What a strange democracy. Aristotle might not recognize it or others who are at the root of democracy.

What type of democracy do you impose with marines and bombs?

The president of the United States, yesterday, said to us, right here, in this room, and I’m quoting, “Anywhere you look, you hear extremists telling you can escape from poverty and recover your dignity through violence, terror and martyrdom.”

Wherever he looks, he sees extremists. And you, my brother — he looks at your color, and he says, oh, there’s an extremist. Evo Morales, the worthy president of Bolivia, looks like an extremist to him.

The imperialists see extremists everywhere. It’s not that we are extremists. It’s that the world is waking up. It’s waking up all over. And people are standing up.

I have the feeling, dear world dictator, that you are going to live the rest of your days as a nightmare because the rest of us are standing up, all those who are rising up against American imperialism, who are shouting for equality, for respect, for the sovereignty of nations.

Yes, you can call us extremists, but we are rising up against the empire, against the model of domination.

The president then — and this he said himself, he said: “I have come to speak directly to the populations in the Middle East, to tell them that my country wants peace.”

That’s true. If we walk in the streets of the Bronx, if we walk around New York, Washington, San Diego, in any city, San Antonio, San Francisco, and we ask individuals, the citizens of the United States, what does this country want? Does it want peace? They’ll say yes.

But the government doesn’t want peace. The government of the United States doesn’t want peace. It wants to exploit its system of exploitation, of pillage, of hegemony through war.

It wants peace. But what’s happening in Iraq? What happened in Lebanon? In Palestine? What’s happening? What’s happened over the last 100 years in Latin America and in the world? And now threatening Venezuela — new threats against Venezuela, against Iran?

He spoke to the people of Lebanon. Many of you, he said, have seen how your homes and communities were caught in the crossfire. How cynical can you get? What a capacity to lie shamefacedly. The bombs in Beirut with millimetric precision?

This is crossfire? He’s thinking of a western, when people would shoot from the hip and somebody would be caught in the crossfire.

This is imperialist, fascist, assassin, genocidal, the empire and Israel firing on the people of Palestine and Lebanon. That is what happened. And now we hear, “We’re suffering because we see homes destroyed.’

The president of the United States came to talk to the peoples — to the peoples of the world. He came to say — I brought some documents with me, because this morning I was reading some statements, and I see that he talked to the people of Afghanistan, the people of Lebanon, the people of Iran. And he addressed all these peoples directly.

And you can wonder, just as the president of the United States addresses those peoples of the world, what would those peoples of the world tell him if they were given the floor? What would they have to say?

And I think I have some inkling of what the peoples of the south, the oppressed people think. They would say, “Yankee imperialist, go home.” I think that is what those people would say if they were given the microphone and if they could speak with one voice to the American imperialists.

And that is why, Madam President, my colleagues, my friends, last year we came here to this same hall as we have been doing for the past eight years, and we said something that has now been confirmed — fully, fully confirmed.

I don’t think anybody in this room could defend the system. Let’s accept — let’s be honest. The U.N. system, born after the Second World War, collapsed. It’s worthless.

Oh, yes, it’s good to bring us together once a year, see each other, make statements and prepare all kinds of long documents, and listen to good speeches, like Abel’s yesterday, or President Mullah’s. Yes, it’s good for that.

And there are a lot of speeches, and we’ve heard lots from the president of Sri Lanka, for instance, and the president of Chile.

But we, the assembly, have been turned into a merely deliberative organ. We have no power, no power to make any impact on the terrible situation in the world. And that is why Venezuela once again proposes, here, today, 20 September, that we re-establish the United Nations.

Last year, Madam, we made four modest proposals that we felt to be crucially important. We have to assume the responsibility our heads of state, our ambassadors, our representatives, and we have to discuss it.

The first is expansion, and Mullah talked about this yesterday right here. TheSecurity Council, both as it has permanent and non-permanent categories, (inaudible) developing countries and LDCs must be given access as new permanent members. That’s step one.

Second, effective methods to address and resolve world conflicts, transparent decisions.

Point three, the immediate suppression — and that is something everyone’s calling for — of the anti-democratic mechanism known as the veto, the veto on decisions of the Security Council.

Let me give you a recent example. The immoral veto of the United States allowed the Israelis, with impunity, to destroy Lebanon. Right in front of all of us as we stood there watching, a resolution in the council was prevented.

Fourthly, we have to strengthen, as we’ve always said, the role and the powers of the secretary general of the United Nations.

Yesterday, the secretary general practically gave us his speech of farewell. And he recognized that over the last 10 years, things have just gotten more complicated; hunger, poverty, violence, human rights violations have just worsened. That is the tremendous consequence of the collapse of the United Nations system and American hegemonistic pretensions.

Madam, Venezuela a few years ago decided to wage this battle within the United Nations by recognizing the United Nations, as members of it that we are, and lending it our voice, our thinking.

Our voice is an independent voice to represent the dignity and the search for peace and the reformulation of the international system; to denounce persecution and aggression of hegemonistic forces on the planet.

This is how Venezuela has presented itself. Bolivar’s home has sought a nonpermanent seat on the Security Council.

Let’s see. Well, there’s been an open attack by the U.S. government, an immoral attack, to try and prevent Venezuela from being freely elected to a post in the Security Council.

The imperium is afraid of truth, is afraid of independent voices. It calls us extremists, but they are the extremists.

And I would like to thank all the countries that have kindly announced their support for Venezuela, even though the ballot is a secret one and there’s no need to announce things.

But since the imperium has attacked, openly, they strengthened the convictions of many countries. And their support strengthens us.

Mercosur, as a bloc, has expressed its support, our brothers in Mercosur. Venezuela, with Brazil, Argentina, Paraguay, Uruguay, is a full member of Mercosur.

And many other Latin American countries, CARICOM, Bolivia have expressed their support for Venezuela. The Arab League, the full Arab League has voiced its support. And I am immensely grateful to the Arab world, to our Arab brothers, our Caribbean brothers, the African Union. Almost all of Africa has expressed its support for Venezuela and countries such as Russia or China and many others.

I thank you all warmly on behalf of Venezuela, on behalf of our people, and on behalf of the truth, because Venezuela, with a seat on the Security Council, will be expressing not only Venezuela’s thoughts, but it will also be the voice of all the peoples of the world, and we will defend dignity and truth.

Over and above all of this, Madam President, I think there are reasons to be optimistic. A poet would have said “helplessly optimistic,” because over and above the wars and the bombs and the aggressive and the preventive war and the destruction of entire peoples, one can see that a new era is dawning.

As Sylvia Rodriguez says, the era is giving birth to a heart. There are alternative ways of thinking. There are young people who think differently. And this has already been seen within the space of a mere decade. It was shown that the end of history was a totally false assumption, and the same was shown about Pax Americana and the establishment of the capitalist neo-liberal world. It has been shown, this system, to generate mere poverty. Who believes in it now?

What we now have to do is define the future of the world. Dawn is breaking out all over. You can see it in Africa and Europe and Latin America and Oceanea. I want to emphasize that optimistic vision.

We have to strengthen ourselves, our will to do battle, our awareness. We have to build a new and better world.

Venezuela joins that struggle, and that’s why we are threatened. The U.S. has already planned, financed and set in motion a coup in Venezuela, and it continues to support coup attempts in Venezuela and elsewhere.

President Michelle Bachelet reminded us just a moment ago of the horrendous assassination of the former foreign minister, Orlando Letelier.

And I would just add one thing: Those who perpetrated this crime are free. And that other event where an American citizen also died were American themselves. They were CIA killers, terrorists.

And we must recall in this room that in just a few days there will be another anniversary. Thirty years will have passed from this other horrendous terrorist attack on the Cuban plane, where 73 innocents died, a Cubana de Aviacion airliner.

And where is the biggest terrorist of this continent who took the responsibility for blowing up the plane? He spent a few years in jail in Venezuela. Thanks to CIA and then government officials, he was allowed to escape, and he lives here in this country, protected by the government.

And he was convicted. He has confessed to his crime. But the U.S. government has double standards. It protects terrorism when it wants to.

And this is to say that Venezuela is fully committed to combating terrorism and violence. And we are one of the people who are fighting for peace.

Luis Posada Carriles is the name of that terrorist who is protected here. And other tremendously corrupt people who escaped from Venezuela are also living here under protection: a group that bombed various embassies, that assassinated people during the coup. They kidnapped me and they were going to kill me, but I think God reached down and our people came out into the streets and the army was too, and so I’m here today.

But these people who led that coup are here today in this country protected by the American government. And I accuse the American government of protecting terrorists and of having a completely cynical discourse.

We mentioned Cuba. Yes, we were just there a few days ago. We just came from there happily.

And there you see another era born. The Summit of the 15, the Summit of the Nonaligned, adopted a historic resolution. This is the outcome document. Don’t worry, I’m not going to read it.

But you have a whole set of resolutions here that were adopted after open debate in a transparent matter — more than 50 heads of state. Havana was the capital of the south for a few weeks, and we have now launched, once again, the group of the nonaligned with new momentum.

And if there is anything I could ask all of you here, my companions, my brothers and sisters, it is to please lend your good will to lend momentum to the Nonaligned Movement for the birth of the new era, to prevent hegemony and prevent further advances of imperialism.

And as you know, Fidel Castro is the president of the nonaligned for the next three years, and we can trust him to lead the charge very efficiently.

Unfortunately they thought, “Oh, Fidel was going to die.” But they’re going to be disappointed because he didn’t. And he’s not only alive, he’s back in his green fatigues, and he’s now presiding the nonaligned.

So, my dear colleagues, Madam President, a new, strong movement has been born, a movement of the south. We are men and women of the south.

With this document, with these ideas, with these criticisms, I’m now closing my file. I’m taking the book with me. And, don’t forget, I’m recommending it very warmly and very humbly to all of you.

We want ideas to save our planet, to save the planet from the imperialist threat. And hopefully in this very century, in not too long a time, we will see this, we will see this new era, and for our children and our grandchildren a world of peace based on the fundamental principles of the United Nations, but a renewed United Nations.

And maybe we have to change location. Maybe we have to put the United Nations somewhere else; maybe a city of the south. We’ve proposed Venezuela.

You know that my personal doctor had to stay in the plane. The chief of security had to be left in a locked plane. Neither of these gentlemen was allowed to arrive and attend the U.N. meeting. This is another abuse and another abuse of power on the part of the Devil. It smells of sulfur here, but God is with us and I embrace you all.

The good ones

who listen

 to women

to children and the poor

die too soon,

 their lives  bedeviled

by opposition:

our hearts grieve for them.

This was the world my father knew.

 A poor man

he saw good men come and mostly go;

leaving behind

 the stranded and bereft.

People of hopes, dreams, and so much

hard work!

Yearning for a future
suddenly

foreclosed.

But today

you write me all is well

 even though the admirable

Hugo Chavez

has died this afternoon.

Never again will we hear that voice

of reasoned anger

and disgust

of passionate vision

and of triumph.

This is true.

But what a lot he did in his 58 years!

You say.

What a mighty ruckus

Hugo Chavez made!

This is also true.

Thank you for reminding me.

That though life –

this never-ending loop –

has passed us by today

but carried off

in death

a hero

of the masses

it is his spirit

of fiercely outspoken

cariño

that is not lost.

That inheritance

has gone instantly

into the people

to whom he listened

and it is there

that we will expect it

to rise

as early as

tomorrow;

and there

that

 we will encounter it

always

soon again.
